Overview
The Jagged Peaks biome is an uncommon biome that takes a little searching to find, generated in the Overworld dimension and classed as a cold biome. Its climate is freezing, so water turns to ice and rainfall falls as snow, so the Jagged Peaks gets snowfall rather than rain. In technical terms the game tracks it with a temperature value of -0.7 and the biome ID minecraft:jagged_peaks.
Its defining terrain features are jagged mountain peaks, snow cover and steep cliffs. Dramatic jagged mountain peaks reaching extreme heights. Goats spawn here and can knock entities off cliffs. The most dramatic mountain biome.
The Jagged Peaks biome was added to Minecraft in 1.18 and is still generated in version 1.21. Like all Overworld biomes it is shaped by the surrounding temperature and humidity, so the exact borders of any Jagged Peaks you find will shift from world to world.
Where to find it
The Jagged Peaks biome only generates in the Overworld. It commonly borders Frozen Peaks, Snowy Slopes and Stony Peaks, so finding any of those is a good sign you are close.

Without commands you have to explore for the Jagged Peaks on foot: because it is uncommon, ordinary travel through the Overworld will usually reveal one before long.
